Senior estimator
As a result of its controlled and sustainable growth, ONeill Contractors has advanced to the next stage of its development plan and will add a Sr. Estimator to its growing team.
The Sr. Estimator will be responsible for managing all aspects and functions of the estimating department. They will generate estimates and secure subcontractor pricing required for bidding efforts across all scopes, systems, and assemblies. Typical project sizes range from $3-15 million, have 1 to 2-year periods of performance, and involve 5 to 10 first-tier subcontractors.
The Sr. Estimator will mentor and aid in the development of our current estimator(s), review and approve their work, and train new and/or new estimators who may be added to the team as the need dictates.
The ideal candidate has extensive experience bidding on projects solicited by U.S. Federal Government agencies such as the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), Department of Defense (DOD), Department of Homeland Security (DHS), Department of Veterans Affairs (VA), and the General Services Administration (GSA).

PROJECT MANAGER

The project manager is responsible for the planning and coordinating required to make sure the project is completed within on schedule and within budget. Their duties include upholding project standards by researching compliance regulations, developing project implementation plans and making adjustments for elements of a project. Project Managers at ONeill may assign and/or delegate responsibilities to ensure the project is completed efficiently and successfully.

Maintaining current job data and producing progress reports, highlighting areas potentially exceeding task order durations in order to implement corrective action
Enforcing compliance with payroll reporting and securing lien waivers from vendors of all tiers as condition of payment
Identifying each major construction activity, its relationships with other activities, and all support mechanisms required for their successful completion.
Monitoring actual progress relative to planned progress continually, assessing its actual and potential impacts, displaying cause and effect relationships, and determining necessary corrections
Monitoring all plan implementation and maintaining all documentation relative to the performances of all parties in a manner that is complete, correct, and well correlated
Organizing and overseeing job-site administration and field management staff
Selection and management of subcontractors and suppliers
Developing, monitoring, updating, and communicating the progress schedule and its periodic revisions
Managing subcontractor schedules, quality of work, coordination with other trades, and payments
Creating and maintaining a safe/secure job-site environment in accordance with EM 385-1-1 and all OSHA guidelines.
Identifying and resolving all changes
Establishing and maintaining relationships with the owner, design professionals, and building occupants.
SUPERINTENDENT

The Superintendent is responsible for the supervision of all field activities related to the physical construction. He or she reports to, and carries out the direction of the Project Manager with respect to field operations, and thereby directs the daily progress of the work.
The job-site workforce is made up of an array of specialists and subcontractors. The Superintendent will ensure that the combination of their efforts results in a cohesive product that achieves the required quality and is completed in the shortest possible time. To that end, the Superintendent must continually work to enforce adequate staffing of the workforce, sufficient supply of materials, complete information as necessary to assemble the end product, and must plan for all these things enough in advance so as not to interfere with the progress of any one component.

Generating, securing, or otherwise confirming all information needed to create, monitor, and modify the 3-Week Look Ahead Schedule
Developing and updating the Baseline Construction Schedule with the Project Manager
Participating in scope reviews of the various bid packages to properly coordinate their respective interfaces and ensure that nothing is either left out or bought twice
Identifying field-construction and work-sequence considerations when finalizing bid package purchases during buyout.
Working with the Project Manager to develop and administer the site utilization plan, site services, security arrangements, and any arrangements necessary to carry out the construction effort.
Understand, review, and manage project plans, specifications, and manufacturer's data and execute project based upon said documentation.
Monitor actual versus required performance by all parties; working to bring deviating performances back in line, and holding subcontractors accountable for proving adequate workforce and supplies of materials to complete their scope of work per the construction schedule.
Coordinate and schedule subcontractors to meet all established milestones. Determine whether subcontractors are providing sufficient workforce and hours of work to achieve productivity commitments.
Being thoroughly familiar with the requirements of the prime contract, thereby identifying changes, conflicts, etc., that are beyond the scope of responsibility
Preparing daily reports, job diaries, narratives, and all other regular and special documentation as required by contract documents and determined my ONeill management.
Record attendance and minutes for each meeting presided over. Upload record files to the project folder on the drive and distribute documents via email to necessary stakeholders.
Identify and remedy non-compliance with all safety, health, and environmental quality standards.
Maintain open communication channels with customer and all stake holders.
Supervise self-performance work, ensuring it meets company standards and contract requirements.
Promptly respond to project ad-hoc needs.
Ensure on-site compliance with project procedures, safety requirements, work rules and company policies, and enforce safety policies and procedures.
QUALITY CONTROL MANAGER

The Quality Control Manager (QCM) is responsible for ensuring quality is proactively controlled from project initiation through closeout.
The prowess of the QCM is the cornerstone of project excellence and customer satisfaction. This role demands a specialized skill set that marries precision with leadership, ensuring that every project meets each stringent contract requirements. Therefore, the QCM must be equipped with a variety of skills that span from technical knowledge and analytical thinking, to communication and teamwork.

Report to the Project Manager and carry out their directives with respect to quality control.
Gain a masterful command of the project plans, specifications, and manufacturer's data; and understand their association with the quality standards and requirements owed per the terms of the contract.
Define the expectations and acceptance criteria. Before implementing quality control procedures, quality standards must be clearly defined so that all parties involved have a clear understanding of what the client expects to see in the finished work. These expectations should include key acceptance criteria such as completing a project with zero defects that satisfy regulatory codes and client specifications.
Coordinate and schedule all testing services required to meet all established milestones.
Develop and publish an inspection plan. Inspections must take place regularly as a part of a thorough quality control plan. It is crucial for the QCM to create a plan that details what needs to be inspected and what an acceptable result looks like, for all completed work must meet or exceed contract requirements.
Monitor actual versus required performance standards by all parties; working to bring deviating performances back in line and ensure repeat deficiencies do not occur.

Maintain open communication channels with the customer and all stakeholders. Communication and quality control go hand in hand. Without a plan to effectively communicate policy, compliance, safety standards, and customer expectations, quality control can turn into an endless process. Quality control must be a part of all communications and discussions about project specifications, and all contractors and involved parties should clearly understand what is expected of them.
Take direction from and execute the communication plan developed by the Project Manager who is required to identify what kind of communications, how frequent these communications occur, and the manner in which messages are transmitted across the organization and to the customer.
Maintain exceptional communication with the customer as they ultimately determine whether or not a project was executed according to their standards.
Promptly respond to project ad-hoc needs.
Ensure on-site compliance with project procedures, safety requirements, work rules and company policies, and enforce safety policies and procedures.
